Ron, your first photo was stored in one of your Photo Albums (the link is to .../forums/members/5309-albums199-picture2044.jpg); the upload dialog for an albun says that the image size will be reduced to that low resolution.
The high-resolution version was uploaded (as per Glenn's instructions) as an attachment to a forum post (the link is to .../forums/attachment.php?attachmentid=17445); those uploaded images are stored in full resolution, and automatically resized for display as a thumbnail until clicked. That's a critical difference to quality.
