I understand the logic, and the purchase (and even importation) paperwork can be evidence that the trailer isn't stolen, but that doesn't make it legal to be on the road anywhere that trailers must...

True, but some buyers take delivery in the U.S. and then immediately take the trailer to Chilliwack for orientation or other follow-up - or just into Canada for vacation while they are in the area -...
