Do you mean a top-of-receiver-opening height of 22"? The ball height is whatever you make it with your choice and adjustment of ball moint.

I hope you realize that the standard reference...

I hope you realize that the standard reference points are

for the tug: the top of the receiver opening and
for the trailer: the top of the ball... which means the top of the coupler.
