It's the opposite here on the east coast, once it gets below 40, so goes the relative humidity below 40 so moisture when cold is not present, except when it snows, but inside it is warm and dry.

Yes and operating the dehumidifier when it is really cold may cause it to ice over, most have a 40 degree low temperature set point.

Yes it is a heater, but some heaters will also dehumidify also, dual benefits. Dehumidifers add heat to the air too, can not have one without the other.
