Well, I got a hose extension that would bend down, and was able to fill it to what looks like 1/2 but of course still reads 1/3. But good enough, I don't need it full.

I think it is a good thing that my shakedown trip will include 10 or 11 other Escapes for anything else I can't figure out! My 15A is so much simpler without any water tanks.

The manual says it can be due to low mineral content in the water. But it's unclear how low is low. We don't have hard water but we do have some ions in the water.
