You could probably hold the box to the rack with...

You could probably hold the box to the rack with a 4 stainless steel turn buckles (with J hooks) to the box handles, then just run a bike lock cable where the ratchet strap is.

What if you re-positioned your LP tanks. Can your storage box fit on the tongue?
