sorry, maybe I wasn't clear enough, I believe it does include to the back( outer extremity) of the bumper frame, but I don't think it includes anything to do with the spare tire.

i understood it was from the front of the hitch...

i understood it was from the front of the hitch to the back of the bumper. I was also told they are measured differently in the US, the measurement is the trailer itself, doesn't include the bumpers
