Because then either the city water pressure would "win" and the pump wouldn't run (harmless but pointless), or the pump would "win" and suck the tank dry (and then burn out the pump) pointlessly...

I doubt this is about the city water supply hose, if only because I would guess that fully serviced campsites are not open yet in Jasper, but mostly because of this:
