I had to make a custom exhaust pipe support for my car. I cut a piece out of a car tire. It's very strong but flexible. Could you use a piece of similar material bolted to the grommet and hook?

How about short pieces of rubber hose fed onto the hook? As long as the hose isn't too large in diameter to fit onto the grommets it should dampen the sound.
