While not necessarily an industry standard, they do mean something. Discount Tire uses the number in C1, C2, D1, D2, etc. as an indicator of the max load carrying psi. The number 1 is higher...

As low as $50 for the C1 load range ones. Yes, quite a bit lower. If Discount's price included the road hazard certificates it might not be too bad, but it doesn't.
