I doubt it would cause a fire. More likely the lack of surround space will inhibit the microwave's exhaust airflow and shorten its life substantially.

Previous owners of my 2012 19' didn't have a microwave, either. I bought an Insignia retro unit from Best Buy. I think my space is a little bit taller than yours, though.
