If the pump is prevented from turning easily...

If the pump is prevented from turning easily because of perhaps ice it will draw enough current to trip the breaker, not instantly but over over a period of time. This will make the breaker too hot...

You might want to suck on the kitchen tap. This will remove any airlock in the pump.
Happened to me once and Tammy suggested it and it worked!
