Yes. No. :)

The pump has a backflow incorporated into it to hold pressure. This would disallow any water from the city water hookup flowing back to the tank. (I believe)

Maybe run it into the house somewhere. A pressure regulator is a rare thing around here, as the pressure is quite evenly regulated throughout the city (to my knowledge) and hooking to any tap is fine.
