I like to travel with all tanks (fresh, grey, black) empty if possible as the towing is easier, less strain and lower fuel consumption. Empty or full tanks, my 19' and 15B are both very stable when towing.

Never noticed any difference in towing with or with out water. I empty grey/black tanks when i leave a camp ground or when ever possible. Sometimes my water is half full if leaving from dry camping - no issues so far.

I generally tow with around 1/3 full rest water for use while on the road. Like Jim, if dry camping, I fill up when close to the camp site.

Yep, that is odd to me as well. Towed about 6+ different trailers over the years, two models of Escapes and tank levels never affected anything. Maybe 21 is the one model it causes issues.

Can’t always do it, but I always try to tow with black and gray empty and fresh full.
