Jim, you're talking about changing the location of the entire force holding the tongue up by a foot; this is a much bigger effect than changing the location of just the batteries by a similar distance. In this example, moving about 10% closer to the centre of the trailer's mass increases the force needed to support the tongue about 10%, or 20 pounds.
If anyone is really interested, it is reasonably easy to calculate the exact effect of moving a known weight of stuff (batteries in this case) from a known location to another other known location... but you need some measurements to start with.
