Yes, but trying to lift a 55 gallon barrel is a 2 person effort....

I do believe the bottle size is also due to the TSA. The limit for carry on bottles is 3.5oz.
No wait, the "liquid rules" also require all 3.5oz bottles fit into a 1qt plastic bag. That sure looks larger than 1qt.
Must be a checked bag. Will make for "happy" baggage handlers.
Further confirmation on my firm decision to no longer fly anywhere.

So you'd think that a can of tuna fish would be OK. Screener shakes can; no she says, water. No, no my wife says, tuna fish in some water. No, no says that screener and into the garbage it goes. And this was in Canada, we put it down to the screener's language skills or lack thereof.
Just lost my favorite pair of tiny scissors on the 4th and return leg of a trip. OK on the first 3, no, no on the 4th. Inconsistent enforcement, don't get me started.

Anything packed in water is likely supposed to count as liquid, given that baby food counts. We had an interesting discussion about a can of soup, in which the screener encouraged us to say that it was condensed soup so that it was not liquid... we got to keep it. Zero issues with language, just some unspoken communication about the rules and lack of risk that we appeared to present. It just hadn't occurred to us that it would violate the liquid rule.

Most likely that can of tuna was over the 3.5 oz limit which is why it got tossed. It has liquid in it, it's over the limit, it gets tossed.
However, you can go over that limit if you have a medical reason. I've been able to take things through that are larger than this. I have a note from my doctor stating I'm hypoglycemic plus a bunch of food allergies (so there really isn't much I can eat of airport food, so I haul my own). I can also bring larger ice packs to keep that food cold as long as the ice packs are still frozen when I go through security (anyone can do that). I make sure I tell the screeners that as I'm approaching them and offer to show them the doctor's note. Knock on wood, I've not had any problems.

TSA, etc.
I can fly for almost free now and since 1994. 3 times since then, twice I couldn't drive to due to water enroute. We can just tow our Escape to the places we prefer to visit and also no motels or hotels.
