Hi: DeadEyeDan... I know this won't help you much, but when I'm faced with spots etched into glass I resort to the old fashioned cake of Bon-Ami. Probably not avail. any more so I use it sparingly.
The finest modern cleaner that won't even scratch plexi-glass is Brasso. I used it on my Boler windows... made them seem to disappear. Works on headlight lens too!!! Alf

There are "cleaning" kits for headlights, that are intended to polish out years of wear in the headlight lenses. You might try those in you're dealing with etched glass.

You'll need an incredibly fine abrasive if you want to make the result truly transparent.
