The rise is due to the action of the WD spring...

The rise is due to the action of the WD spring bars, prying up in the tug's rear and thus transferring load off of the rear axle (so it rises) and onto the tug's front axle and the trailer's axle....

Yes. The WDH doesn't change the tongue weight, and the as-towed configuration is level so a weight when level is the as-towed weight.

The Sherline scale is a good design for the purpose, and if you don't mind sending a hundred bucks or so to them, I suggest buying one - it seems like a fair price for an effective and specialized...
