The cargo carrier is from Amazon, it is aluminum (no rusting) and only weighs 26 pounds and is rated for 500 lbs. The folding hinge I got from Etrailer, works really well and gave the perfect amount...

Here is a few pics of our setup. We use a 20 cubic foot water proof bag that attaches to the cargo carrier to store stuff if needed.

I agree with Jim, dont get a TV rated any lower then 4500, anything less is just not safe plus you will probably shorten the life of the TV. Even 4500 pounds is cutting it too close in my opinion.
