Those values imply an EER (energy efficiency ratio) of
9000 BTU/hr / 580 W = 15.5 BTU/(W•hr) for the Fujitsu, and
11000 BTU/hr / 1180 W = 9.3 BTU/(W•hr) for the Dometic.

SEER (the seasonal average EER) is lower than the ideal EER. I think a SEER of even close to 30 is unrealistic to expect.
