Go to Walmart and buy another exact lock, probably the same key. If not return it.

Only one pin really needs to be removed, at least for now. The ball mount can stay at the same drop setting.

remove receiver
have the locks cut or blow torched
put receiver back on and tighten 4 bolts with air socket tool

That's an interesting approach, and has potential if there's no other way to get safe access to the pin holding the ball mount in the receiver. On the other hand, it's a pickup truck so there should be more than four bolts; eight or more would be typical for Toyota - I don't know about a Ram. The receiver is also likely to be integrated with the bumper structure, so it might not be a trivial exercise.
With any luck nothing more than perhaps removing the spare will be needed for access.
Maybe it's just me, but I would certainly prefer to keep a torch away from any part of the vehicle or hitch. Sawing (or cutting with an abrasive disk) is more appealing, but of course locks should be designed to make this difficult.

you'll find the keys 10 minutes after you spend 5 hours taking the lock off. Happens every time.

Call the new owners and have them ship overnight the keys they can't find a lock to put them in.

been a few months since I crawled under there, but the heavy duty receiver was a 2015 Ram factory option on this camper's truck and does not appear to integrate to the bumper but rather attaches to the main frame....the foggy memory visualizes possibly a few bolts toward the bumper and most big bolts at each end of the big curved receiver frame and where it attaches to the main truck frame on either side of the spare, hence you may need to drop the spare to see them all. Just a thought and maybe its more trouble than its worth....the gas tank is ahead of the rear axle toward the front of the vehicle...
probably weird but tend to make LOTS of spare keys and sprinkle them everywhere!

Hmm.... it looks like the Ram 1500 receiver box might be a bolt-on to the structure (as shown in this Curt example from eTrailer), and if so you can pull if off by removing three bolts... complete with the ball mount. Then the lock-cutting can be done on the workbench, instead of under the truck.
I think it's worth having a look; if it's done this way, that domed cap in the centre of the bumper step will pull out to reveal the head of a vertical bolt, with two more bolts mounted horizontally on the front (hidden) side. This can be confirmed or ruled out in about one minute of examination.

Pick the lock
There is a wealth of lock picking videos on Youtube. We lost/ forgot the Combination to a Master lock and just for fun wanted to try lock picking. After viewing videos on YT , with minimal effort we picked the lock. There were 15+ videos on the exact Master lock. Scarry !

You don't even need a hammer for a Master combo lock

Some joker put a second lock on one of my tree stands once, bow season ended. Wanted to get my stand out of the woods and home. 20 gauge shotgun at 14 feet, no lock, no problem.

his truck may be that way...but that ain't the same as the factory receiver option on my 2015 Ram..it's a Class IV receiver welded to a big curved steel frame (about same size as main truck frame members) that bolts to the main truck frame in multiple places and curves around the spare tire area under the bed.

Go directly to the garage. Don't stop by the dealer first.

In my case, because I probably have two and would like to know where they both are so my stellar inventory system can be updated. I am not a hoarder, I just have a retrieval problem. My greatest fear is that when I die, my wife will sell my stuff
for what I told her I paid for it.

Just saw this, Jim.
We haven't found any extra keys, but if they show up while we're on the road we'll let you know.
