Or drill holes (yes holes) near the corners of the box and install 4 eye bolts and connect the top end of the turn buckle to the box. You could then thread a narrow cable lock through 2 of the bolts which will prevent the buckles from being turned to release. Caulk the holes to seal.
There are really thin cable locks i have seen in the ski industry for locking your skis up. Maybe a bike shop might have a thin cable lock? Or perhaps have a piece of airplane cable made up with loops clamped onto the ends. Get a turn buckle with a large enough opening in the middle for he cable to pass through and lock he two ends of the cable together.
Another option is to mount 2 large lock hasps onto a flat bar attached to the underside of the rack bars at each end of the box. Then mount the ring portion of the lock hasp onto the box. You could put some sort of low compressibility high density foam under the edge of the box so that it is a tight fit for the hasp to close, have to compress to close. Then one lock on each end of the box and a clip into he other two hasps - voila.
All these tasks can be performed with a cold Okanagan Spring at close reach.
