Are you saying that ETI wires the outlets the same as split outlets in kitchens etc.?
Where the top and bottom receptacles are on different circuits or, in that case, on different power supplies?

Yes. Prior to the transfer switch they offered the dinette plug split as you described with the install of the inverter, then charged for each additional plug you wanted split into inverter/ac.
