A slight correction if I may: In a
parallel configuration, shading one panel decreases the output for that panel only. Panels in the sun will continue to contribute as if the shaded panel was not attached.
If the configuration was in
series then yes, all are impacted, since the power is required to travel through the shaded panel. As an example, think of a single dead cell in a flooded lead-acid battery. The whole battery is essentially useless since the dead cell can block the flow of electricity. (Solar panels can be designed with a bypass diode however which will allow the electricity to "go around" the shaded panel).
