Maybe get your son-in-law(who seems to do some work) to take the tray off so you can inspect the bottom of the tray where it sits on top of the frame.

After cleaning up the rust and repainting I used...

After cleaning up the rust and repainting I used some garden hose washers I had...2 are brown rubber looking and two are green plastic. It all came apart recently for a new coupler and all was well.
