I know a rule of thumb is good only for measuring thumbs, But.

If you need low gear to pull a vehicle up a hill, then you should also be in low gear when you go down a hill with the same weight.

The mention of special towing hitches could be that most bumper hitches may be limited to 2000pound tow weight and only about 250 pounds hitch weight.
