Planning for the safety chain anchor loops is good, and those Curt loops (or the Cequent equivalent) are a good solution, but you shouldn't need to restrict the mounting choice to "industry standard" lateral rails. Safety chain anchors are a normal part of ball-in-bed-floor hitches.
